Chemung County New York Government Substance Abuse Services. The Chemung County NY Government Mental Hygiene Department is responsible for the administrative oversight and planning for mental health, developmental disabilities, and substance abuse services in Chemung County through contracts nearly 20 agencies offering 80+ programs. As such, it guides the community in program development and strives to assure access to services in these three disability areas whose common goals are efficacy and quality-driven individualized services.

Chemung County New York Drug Free Community Coalition. The Drug Free Community Coalition of Chemung County is a coalition located in Chemung County, New York. Anyone can join! We meet on the last Wednesday of every month from 10am – 11:30am, via Zoom. “Mental illness is nothing to be ashamed of, but stigma and bias shame us all. ” The Drug Free Community Coalition is determined to change the stigma behind mental health and substance use issues.
